The structure while every bolt, washer and nail plate is still countable.
Austral frames combine timber with a fair amount of structural steel, and the findings split along that line. On the steel: a column that is not the size or specification on the drawing, a connection built differently to the engineering, bolts and washers missing. On the timber: tie down bolts absent from the bracing, plywood bracing fixings missed, noggings removed or left unsecured. Both halves stop being visible the week the plasterer arrives.

The engineer picked a section for a load. A different section carries a different load. It is not a substitution anyone on site should be making without the engineer agreeing to it in writing.
They brace the studs against buckling and they give the linings something to fix to. Removed by a following trade to make room for a service, they take both functions with them.
Two to three hours single storey, more on a double storey where the upper frame, its steel and its tie downs have to be reached safely and photographed.
Generally yes, because frame items cost little at that moment and a great deal to argue about later. The report gives the supervisor a numbered list with photographs.
Yes, at lock-up, and each is marked fixed, partly fixed or outstanding so you have a written record.
Your lot's engineering, together with its tie down schedule. Without them the report can describe the frame but not confirm it against the design.
